For larger or negotiated orders, the buyer sends a bulk quote request (RFQ) instead of checking out straight away. The request lands with the supplier, who replies with a price or a counter-offer. Once the buyer accepts, the quote becomes an order and moves into fulfilment like any other. The whole exchange is recorded, so nobody has to remember what was agreed on the phone.
